		<description>I hadn&#039;t seen that. The thing on the graphic that jumped out at me was the increase in &quot;symbolic&quot; legislation, which more than doubled from 2006 to 2007. I have to question the assertion that &quot;Congress reasserted itself as a rightful check on the executive branch, significantly stepping up its oversight on a wide range of important subjects.&quot; Yes, there were a lot of hearings, and kudos to Waxman in particular, but few of them have borne significant fruit. You&#039;re right, though--there is potential, but it lacks a realizing engine.
