You should be able to find Barrett's previous audits by searching for "Independent Counsel Expenditures" (in quotes) on the GAO site.

Patrick Fitzgerald doesn't use subpoena power as a way to punish people.

Barrett, on the other hand, is following the Standard Partisan Republican Prosecutorial Handbook. One of the favorite tricks in this book is to bankrupt people you don't like by issuing endless subpoenas for them to appear in court. With travel costs and legal costs ramping up -- and which are technically supposed to be reimbursed, but only after the case is closed (which if the case drags on for decades, means nothing if you have bills that need to be paid right now) -- this can take even a well-to-do person to the poorhouse. (Just ask Julie Hiatt Steele.)

There are literally dozens of former Clinton staffers struggling under the weight of bogus GOP-motivated prosecutions. Most of these came from Ken Starr's quasi-legal OIC, but others came from people like Bartlett.
